Section 4402 of the Education Law of the State of New York requires all school districts notify parents of their rights regarding referral and evaluations of their child for the purposes of special education services or programs upon their child's enrollment in public school. Orange County Department of Mental Health's Developmental Disability Division is responsible for planning, development and coordination of services to support people of all ages with developmental disabilities and their families. The division provides advocacy, mediation, information, outreach, education and training; it also manages the central point of access to services and supports delivered through The Developmental Disabilities Provider Network.
